The City of Wyndham, one of Australia's fastest growing LGAs, needed a clear understanding of future demand for kindergarten services across its diverse suburbs, from established areas like Werribee to greenfield growth corridors such as Tarneit. With thousands of young families settling in Melbourne's outer west each year, Council required detailed forecasts for three and four year-olds to inform their Kindergarten Infrastructure and Services Plan and ensure every child has access to quality early learning opportunities before starting school.
The Challenge
Insight Demographics undertook a demand assessment that analysed annual population growth for three and four year-old cohorts through to 2041. Recognising the need for a spatial lens and alignment with Council's planning and reporting frameworks, we delivered our analysis at the SA2 level, providing localised insights while maintaining consistency with established geographic boundaries.

Council received a practical, suburb-level resource that gave them a clear understanding of where kindergarten demand would grow and when. The analysis has directly informed Wyndham's Kindergarten Infrastructure and Services Plan, providing the evidence base needed to stage investment, advocate for funding, and ensure that early education service capacity keeps pace with the City's rapid growth.
